One computer, one treasurer
The usual setup is a single Windows PC in the church office. The treasurer adds the operating account, the payees the church pays more than once, and the next check number from the stock on the shelf. A logo can go on the check. A signature image can go on it too, which you should only do if the church has already decided that an electronic signature is acceptable. Many churches still want a wet signature. Leave the line blank and sign the paper.
Your checks, payees and register stay on your PC. Nothing is uploaded. That matters when the payee is a person receiving help and you do not want that name in a cloud check-printing account. The backup is a file the treasurer downloads and can hand to the finance committee, or store with the other offline records. There is no multi-user portal and no role called “elder.”
Two signers on the account is a bank and policy question, not a feature checkbox. OwnChecks can print a note such as a second-signature line if you add that wording. It cannot enforce that two people were in the room.
What it will not run
It will not take online gifts, print giving statements, or file a Form 990. It will not tell you whether a benevolence payment fits the church’s own rules. Those decisions stay with the people who already make them. The software prints the check and lists it.

Questions
Does this track tithes or offerings?
No. It does not record donations. It prints checks and keeps a register of those checks on the PC.
Can the finance committee get a copy of the register?
Yes, if you export CSV or give them a backup file you downloaded. The app does not host a shared login for the committee.
Who is allowed to sign?
Only people the church has authorized on that bank account. The software does not know your signature policy. It will print what you ask it to print.
